I think formulating any HR policy is a one time activity,
it is an on going activity where communication from both
the sides should remains opena and once the policy
declared, we should always remains open to make changes in
the current policy considering the feedback we receive from
our employees.
Because these policies are formulated for the benefit of
the employees and their efficient working and if our
employees are not agreed with the policies and find it
difficult to understand/ obey.

Then what is the use of such policy.

HR policies are to be meant for living assents of the
organization and need to formulate in a way such that it is
beneficial to both employee and employer in some way. HR
policies represent culture and value of the organization
and its professionalism and position in the industry.

HR Policy: Policy is a framework or guidelines for a
future action.
To form a HR policy one should be very specific in Job
Analysis. Depending on job analysis a policy can be framed
perfectly.
Job Analysis is the process of collecting job related
information, such as job description, job specification,
Job Title, No of vacancies, Required Competencies.

Policy should be formulated in the interest of Employer and Employee with the aspect of not violating any Act related to HR.
Ex: Labour Act , Factories Act.
Reference for formulating any Policy could be taken from any draft of Policy in the current industry and trying to make some changes with a glare on the Labours Laws.
