For house hold maximun value of earthing can be 2
ohms.But for a substation it should be less than 1 ohms.

The earthing resistance of an industrial substation
should maintain always below 1 ohm. it measured of
resistance between earth plae and natural earth by ohm
meter. when earth resistance is near to zero means better
earthing.
The household earthing resistance somewhat slight above
1 ohm and below 2 ohm is the tollerable limit, but never
neglect above 2 ohm. the resistance below 1 ohm means more
safety.

if v want to gnd that current to the earth y v want to use a resistance better v can use a wire with 0 resistance so all the fault currents will be by passed.

hor residential area the earthing resistance should be less
than 1 ohm.
for substation of capacity less than 33 kv the resistance
in between 1-3 ohm.
