No,number ranges cannot be transported from one client to
another client. It should be created and assigned in the
same client. For example, if you want to maintain some
number ranges for sales documents, you should create in
production client itself using TCode VN01.

number ranges is not a cross client,it is client dependent,

There is 2 way:
1. Manually map the number range.
2. Create a transport request and then transport it.

Any change to the number ranges will be directly transported
with out creating a request.
