Logon group are set using SMLG transaction.
Load blancing:
During the request message server check for the least
loaded instance in the group and route the request to that
instance.
If instead of logon group we specify the instance then the
request is routed to that instance only. Means no load
balancing occur in this case.

Logon groups can be defined by using the Tcode smlg. U need
to create the group and then assign the instances for that
particular group. The load balancing is introduced so that
there will not be heavy load on one instance.
Users can have the chance to logon to different instances
based on the load
