SAP_ALL: it contains all authorizations that exist in the
SAP system ยท
SAP_NEW: Composite profile to bridge the differences in
releases in the case of new or changed authorization checks
for existing funections, so that your users can continue to
work as normal.

TCode's Transacaction Codes available without any
restriction and (SAP_NEW) TCode defines if any new TCode is
added or updated then user can have access to that New
Tcode without any restriction.

Hi,
SAP_ALL and SAP_NEW Parameters define a user permission on
T'Codes.SAP_ALL Parameter defines permission of User for
all T codes which are inbuilt when SAP is installed and
SAP_New grants permission to new Tcodes if some new T codes
are defined in near future.
