Cement required water for chemical action to achieve
strength. Minimum requirement of water is 30% by weight of
cement and workability for concrete also important so adding
more water which is not good for concrete and unavoidable.
Now a days Admixer is available and using for workability
for concrete for any cementenious works.

The pH value of water is 7..so, it is considered to be neutral. It increase the workability & reduce the crack of concrete..Hence, the water adds in concrete.
