Meager(Insulation Tester) is used for measer high value of resistance such mega ohm, gega ohm, tera ohm which offer in between cable core , winding and body etc. NB. Some time we wrongly say that value a apparatus or a cable is infinative maga ohm. Actualy there is a vaule of Mega , gega or ,tera which is determine by using high range of meager of high voltage.

Most likely the misspelled "Megger". Megger is a company whose Insulation Resistance meter is so well known; people usually associates any insulation resistance meter as 'megger tester'.
