meggers have only two terminals and three terminal device
mentioned by u is earth resistance tester.
meggers are used to check insulation value of any equipment
wrt earth which should be highest possible in m ohms and
earth resistance are used to check the effectiveness of
earth pits and their resistancce which should be lowest
possible in ohms

Which motor is 3.3 or 11kV more reliable, in terms of efficeancy,maintenance, reliability.
