people in an effective way. better you can have the close
interaction with the upcomming employee and remove the fear

The main responsibility of HR during recession is
1) To avoid panic situation.
2) Conduct meetings and explain them that due to this recession termination will not occur.
3) Take necessary steps to retain key resources.
4) If recession is during appraisal time definitely company will not provide any increment therefore this information has to be sent to employees in an understandable way.
5) HR expenses should be minimized by various steps.
