About the question.

Ans: We can create a custom infotype with the number range
start from 9000-9999 with t-code PM01.

PPCI is used to create OM infotype where in the question
there is no mention about OM infotype.

Step 1: By going to SE11 T.Code we have to create structure
and fields .

Step 2: By going to PPCI T.Code , we have to insert the
fields in a screen, which we created in step 1 and we have
to maintain time constraint for customizing info type.
