tha potential of earth is 0 volt. When we measure the
potential between them then the maximum line voltage is the
maximum potential between them.

I think the voltage between line & earth voltage should be
line voltage. i.e. in 230V system, voltage between line &
nuetral or line & earth should be 230 Volts.Then only test
lamp glows between line &earth or line & neutral.

Pot Def = line voltage - earth voltage
earth voltage is 0 volts.
line voltage depends on what you are measuring
so line voltage minus zero is = line voltage.
