Requrmnet is nothing but routine written by abapers
according to client requirment.
Ex: some condition type that should be deactivate at order
and activate at billing level.

Suppose routine 23 and 24 can be used at billing document
for rebates ( condition type for rebates bi01 and
bi02 ).We add this condition type at in our pricing
procedure so that this document deactivates at order level
and activates at billing document level

Requirement is one of the fields from pricing procedure.
Actually it is used against a particular condition type to
behave accordingly and this is a Routine. Routine is nothing
a formula which is written by an abaper with the help of a
functional consultant.

example: Requirement routine 24 is used in case of rebate
condition type and the logic is written as such that the
rebate is applied at the billing not the order level.
