High voltage is required to strike the arc inside lamp at
the starting point and once the arc is struck and lamp is
illuminated ,the voltage across the lamp is zero.It is the
ballast which has to control the current and it requires
voltage rating and not the lamp

So far i know HPSV amd HPMV lamps requries only 210v for
initial ignition. Only the Metal halide lamps require 222V
constantly to glow
