TCODE se16 is a data browser.
go to tcode se16-> give any tablename -> it will just
browse the table .
it is for only display not for any creation of tables.

tcode se11 is for creation of tables .

Using this T.Code SE16..
we can insert new record,
we can modify old record,
we can deleate records to the database tables.

Finally we can simply say that we can maintaine database
table using this T.Code.

clients-> users-> and buffers-> also only displying purpus
