my suggestion is completely delete ur client 800 from
database and do the procedure of sccl. Then it will work.
i am also faced this problem while installing the biw3.1
version. i followed the above same procedure and it is worked.

Once run Function module SCCR_CLIENT_UNLOCK.

Yes go to SCC5 and delete this client and restart with
client copy---one the fnished with client copy than you can
logon with DDIC user and ur passwod that you chose during
installation
