hi,
personnel area: personal area describes the
geographical location where an organization perform its
activities.
payroll area: payroll area groups togehter employees to
whome the payroll is run on the same date.
no need to create 1000 payroll areas, because payroll area
contains an employees from different personal area.

Personnel area is an orgnzational unit which represents
specific area of the company oraganized accoridng to the
aspects of Personnel administration, time management and
payroll
payscale area is the geographical location where payscale
type is valid

Hi Payal,
As my knowledge, the question given is wrong. If not. i am
sorry..
The question should be "What is the difference between
Personnel area and payroll area?"
Because we wont use only Payscale area. Its a different
combination of Payscale structure. This Payscale structure
(PS Type, PS Area, PS Group & PS Level) and ESG for CAP is
called allowance grouping.
As per me the answer given by ashok reddy above is right.

Personnel area: Highest element with in sap hr usually represents a physical geographical location such as a plant site, facility or area
Pay scale area: The pay scale area represents the geographical region to which a pay scale or collective agreement applies
so in genreral we use different pay scale area for different employess who get paid different for being in different region. eg a person in mumbai will get paid more than a person in bihar.
and based in the information provided we do not know if we need to create 1000 pay scale areas, as it is possible that these 1000 areas are different or some can overlap
