Can be ammeter and voltmeter used without CT? if not, what is the reason for that?

if you are measuring current at the high voltage line have current 60Amp then you cannot connect the ammter directly you have required CT whose scondary is connected with the ammeter . same as for voltmeter if range beyound 750volt measure you need to connect voltmmeter to Pt

Below 750 voltage rating you are calling as Low Voltage level so their you can connect easily .More than that calling as MV(Medium Voltage ) or HV(High Voltage) there u need PT because of the ability of the meter.Even in Current also the same criteria.
