starter are used because of the following reason-
1. to start and stop motor
2. for protection (short circuit protection, open circuit protection, thermal protection, over voltage etc.)
3. to improve starting torque of motor
4. to limit the starting torque

starter is mainly used for the protection of machine and we with the help of starter we can able to isolate the machine from the main power supply in case of fault ,
the following items used in starter are:-
1 isolator: to cut the main supply to the machine without effecting the system
2 fuse: for shortcircuit protection
3relay for the overcurrent
4 contactor controlled by the control ckt
now a days it is replaced by the MCB because of its longlife..{FOR SHORT CKT AND OVERCURRENT}

What happens if the Capacitive Voltage Transformer Primary neutral is not earthed. There is a CVT between Transformer and source, and the CVT neutral of the transformer is not earthed, does it effect the transformer while charging or does it effect the transformer charging process.
