A single line diagram(SLD) and a purchase order of a 11/66kV switchyard of a p

A single line diagram(SLD) and a purchase order of a
11/66kV switchyard of a power plant was given. In the SLD,
only one lightning arrestor(LA) was shown, but the purchase
order had need of 3 LAs. Is this correct, if yes, why?
