because of the very fact that load on a system seldom
remains constant,when demand increases speed of the
alternator decreases and hence the frequency changes.

when the demand is more on grid and generation is less frequency get decreased and vise - vers.
so in order to maintain this near to 50hz grid gave a schedule to power generating station of 15-15 min. for 24 hour's in advance ( prediction on the basis of previous records )
