in this situation current is flowing only the outer most
part of the conductor,that time current innerpart will get
heat it will act as a resistance and cross section of the
conductor will be less.

as my frriend says,
the cross section will not be reduced in phisycally,
however the useful or wsable cross section is reduced while
the conductor is the same,where the current will be flowing
in the outer more than the inner
