My friend if we assume the normal.current is 7 amps
Then due to that split ac is considered it is inductive load
The starting current would be x5 or x4 more
So . 7 times 4 =28 amps
But even if your breaker is 25 lets assume
It might not trip. Immediatly cause the delay and the amps didnt increase alot
I would recommend 32 A for 1ton or 1.5ton

1ton=3.5168kW,
I=p/vcos(theta)
I=3.5168/230*.95
=16.09
For power factor of 0.85 current is 17.98
So to even consider initial rush of current 20A breaker is used

AND watt=v*i
I= W/V =1200/240=5 AMP

condition we can estimate the current consumed as
3500/(230*.8 say)

Now as per formula, P = V x I x COSphi,
I = P / (V x COSphi) for single phase,
I= P / (1.73 x V x COSphi) for three phase, so you can
easily calculate the current rating required.
