No. WE cannot run pay roll without creating of Org,mgt and PA.
Country grouping determines the specific country for you are
working and user group who have the authorization to work on
the projects or etc.

We can run payroll with out creating OM, but we need to
create PA.
Country group is given to the particular country
User group is defined for the employees who are using same
transactions, which is defined for the personal actions and
user menu's.
