Any device is rated depending on losses of the machine. In a transformer the losses are iron losses which depends on voltage and copper losses which depends on current so there are no losses which depend on power factor hence transformer is rated in KVA.

rating is done on the basis of losses of any device
there are two losses in transformer-
1-copper loss ,depends upon current
2-iron loss,depends upon flux and flux depends upon voltage
hence losses depends upon voltage (v) and current (A) so rating of transformer is indicated as KVA

A simple answer to this question is as here. The output energy of any electric or electronic device is expressed in power that is,a product of voltage and current. Therefore when a transformer is rated in KVA it means that the transformer is able to transmit/transfer that much amount of power. Since current is usually very small compared to voltage in any device it is expressed in KiloVoltAmp(KVA).

actually, the devices whose rating depends upon the load power factor can't be rated in KW OR MW. and the same case exists with the transformer, that's why it's in KVA.
