On which side, taps are provided in tap changing
transformers and why?

Taps are provided on high voltage(HV) side in tap changing
transformers.
The reason behind this is that in a transformer, low
voltage windings are placed close to core so that
insulation requirement is less.The high voltage windings
are provided on outer layers.It is physcially easier to
putting taps and handling it from the windings which is
clearaly accessible.There are more number of turns on HV side
which makes it easier to obtain fine variation in voltages.
So the choice of HV windings for taps is justified.

The reasons given in above answers are correct. But there
is one more important reason and that is current. On Lv
side the current being more it needs heaviour contacts as
compared to HV side where the current is far less and
easier to handle. Also in case of ON LOAD Tap changers the
current is divirted to a bypass circuit for the duration
the tap is changing the pposition. This bypass circuit is
easier to design for lesser current on High voltage side.

why transformer do not rotate?
as we see that in our country the power rating for transmission is always rated in multiple of 11 like 11kv,33kv,66kv132kv. So i want to know wht is reason or logic here.
