There are many Advantages/reasons that the tap changer is connected to High voltage, some are described below:
1.HV winding is easy to Tap because HV winding is always placed on LV winding and LV winding is placed near to core due to insulation and cost constraints.
2. For keeping voltage at consumer end constant, Tap changer is provided on HV side.
3 In Electromagnetic field theory, Voltage & Current are inversely proportional to each other. where voltages are high currents will be low, when tap changer is connected to HV it will lead to avoid heavy inrush of current while tap changed.

The HV windings are placed on the LV windings, so it is easy
to take tappings from the HV side. Also the currrent in the
HV side is less than that on the LV side; this helps in
reducing the arcing which takes place as a result of tap
changing.

Actually a tap changer is used to get variable voltages. It
is just an air break switch. If it is connected in high
current side (LV side), there is more chances to occur
heavy sparks while in changing the taps, means while
changing the switch positions. In order to avoid that heavy
sparks in high current side, tapings are provided on low
current (HV side).

The reason is current in HV is less than LV. The word
alway in question is not correct. The reason due
insulation problem some time tapchanger is plased in LV
side of the transformer.

It is difficult to tap the l.v winding since it is placed near to the core due to insulation consideration. it is easy to tap the h.v winding because it is outside the l.v winding, easily accessible and therefore can be tapped easily
Tap changers on the h.v side carry low current though more insulation have to be provided.
