The reasons given in above answers are correct. But there
is one more important reason and that is current. On Lv
side the current being more it needs heaviour contacts as
compared to HV side where the current is far less and
easier to handle. Also in case of ON LOAD Tap changers the
current is divirted to a bypass circuit for the duration
the tap is changing the pposition. This bypass circuit is
easier to design for lesser current on High voltage side.
