in a 3phase four wire system the voltage between two lines(R-Y,Y-B,B-R)is said to be line voltage, the voltage between any one of the three lines and neutral(R-N,Y-N,B-N)is said to be phase voltage.

consider 3phase system, if v measure voltage between line and line the voltage is 430v. and if measure between line and ground voltage will be 230v.

In case of HV test on medium voltage cables, BS is asking for 4 U0 where as IEC is asking for 3.5 U0. Can any one advise me how this 3.5 times or 4 times U0 is derived?
