can we charge 3 ph power transformer delta-star wound with
neutral grounded 6.6kV/415V from secondary side(415V) but
with primary(6.6kV) open by dg,what are the disadvantages or
losses.

Yes .But when you use 6.6 KV side ,you will lose earth fault
protection.There will not be any difference in losses

In one village i have seen Earthing transformer's earthing line was also connected to the Transformer body to ground the transformer,can it be possible to maintain 0Volt reutral line this way?
