All cables are conductors but all conductors are not cables. Cables use conductors to build them as to pass current but conductors are themselves materials those pass current through them.

A cable is a sheated, insulated conducting material while a conductor is a material that allows the flow of electric current. To me the main difference is the INSULATION.
