earth to neutral voltage can be due to
1. improper or no earth
2. neutral currents flowing
By proper earthing techniques 1. can be solved.
For 2. the neutral current must be reduced . If possible
the rating of the neutral conductor can be increased therby
reducing IR drop. or an isolation transformer may be used
with it's secondary neutral connected to earth.

By doing proper type of earthing with minimum ristance
value. earthing is to be done accordiing to the type and
moisture content of the soil of that particular area.
ASHLOK type earthing is most popular nowadays.

Earth pit resistance should be less than 5ohm hence your earthing found ok.or earth to neutral voltage less than 1V.

To reduce NEV or earth resistance use Electrodes type earthing instead of pit earthing...
