There are many factors to consider when choosing cable
size .nd I will list just but a few.
1. You need to know the kind of load.
2. you need to know if its undergrond, overhead, in or out
doors
3. You need to know the temperature of your environment.
4. You need to consider the atmospheric pressure
With these and other facors you multiply them, depending on
your installation rules, to get a k factor which will then
depend on rated current carrying capacity of the cable at
hand.

It is normal practice to have a rating for the earthing
system commensurate with the maximum system design fault
level. The normal maximum 400kV fault level is 63kA 1s.

While connecting the flood light plug on to the 415 V distribution panel, there was spark and the cable got burnt. Three ignitors of the flood light also burnt of. The lamps are of 400 W (total 6 lamps) connected through 1.5 mm2 cable. The plug was immediately removed from the circuit. There was a 30 mA RCD connected and a 250 A MCCB; however both did not trip. What could be the possible reasons for the circuit devices not to trip? Can someone assist please. Additional info if needed can be provided.
