Two electronic energy meters are connected to seperate
phase wires, but connected to a looped neutral. Are these
going to function correctly?

ofcourse both will work satisfactorily ,but if the
connection is used for measurement of 3-phase power then it
will nither give the correct power nor the correct phase

yes, if the the 2electronic energy meters are connected
under the same distribution substation it will work, but if
the 2 energy meters are connected in diffrent substation it
will not function properly, becuse neutral only carrying
return current for the single phase loads, if u connect
your elcb getting trip.

It is assumed that it amounts to measurement of two phases
of power measurement by two single phase energy meters. Then
the meters will work satisfactorily but sum of two will not
give total power

No, when using the electronic energy meters the neutral
should be seperately connected and not a looping.
For example if any fault currents occur in any one of the
phase both the energy will be recorded.
Secondly and main point is electronic energy meters work on
the principle of taking the higher current reading ( Either
it may be in phase or neutral) so if 02 neutrals connected
in loop the sum of the neutral current on both the circuits
will be recorded and the energy value will not be right one.

yes as the required input is provided to both energy meters
they will work satisfactorily but they are not usable to
measure 3-phase power correctely
