Seperate Starter is not required as the VVVF Panel will
take care of starting the motor with its soft start feature.
ofcourse, in some applications, seperate starter is used to
provide the bypass system.since in case of vvvf panel
failure the motor can be operated through the starter.

In the V/F control technique the voltage to frequency ratio
is maintained constant. Torque is maintained constant at
rated frequencies and rated speeds .

We know that, in case if there is a faulty insulation,or sc, the current is bypassed to earth through the earth wire that has low resistance.Actually, what will happen to that current that flows through gnd?In that case,if we come in contact with that faulty appliance, wont that current flow through us as we form a closed path by standing in gnd?Is grounding a safety measure?
