whether a separate starter is used for a motor while it is
connected to a vvvf panel?

Seperate Starter is not required as the VVVF Panel will
take care of starting the motor with its soft start feature.
ofcourse, in some applications, seperate starter is used to
provide the bypass system.since in case of vvvf panel
failure the motor can be operated through the starter.
