x can have capable of arranging in 8 ways bcoz 0 and 7 are
omitted..
y can can have capable of arranging in 9 ways bcoz 7 is
omitted...
z also same as y.
so totally we can get 8*9*9 ways and total numbers exist in
b/w 100 and 999 is 899
so the answer is 8*9*9/899

from 700-799 total numbers are 100
100-199 numbers containing 7 are 107,117,...170-179,187,197
are 19
now total numbers from 100-900 except 700-799 are 19*7 = 133
so finally numbers containg 7 are = 133+100 = 233
Probability that number do not have 7 is = 1-233/888 = .737
