from 700-799 total numbers are 100
100-199 numbers containing 7 are 107,117,...170-179,187,197
are 19
now total numbers from 100-900 except 700-799 are 19*7 = 133
so finally numbers containg 7 are = 133+100 = 233
Probability that number do not have 7 is = 1-233/888 = .737
