Using SU21 we can create the New Authorization Object

1. To create the authorization object, choose the SU21
transaction.
2. First double-click an object class to select it.
3. Provide the name of the object and relevant text
4. Add the fields that should be included in the new
authorization object.
5. Hit Save.. once you click on save it'll ask for
package details (select the relevant package from the drop
down list) and
save again.
6. New auth objected is created now.
7. Click on permitted activities to select the activities
and save the changes.

By using su21 transaction we can create new authorization
object,
We can create as well as "object class" also with this same
Transaction.

we can create new auth object by using su21
before creating the auth object we need to create auth class
as we know for every auth object is under specific object class so in the same way we need to create a new auth class once we created it under we will create a auth object there give the respective fields.

I second Uma's answer. Post these steps make sure to check SE93 to make sure authorization checks are maintained by the abaper. If all good transport the object across the landscape

1)Type /nsu24 to attach authorisation object to a
transaction.
2)Select any transaction ex:me21n. F8(execute)
3)Click on the check indicator pencil to edit the
authorisation object.
4)Create a request to make changes on the pop up request box
5)Select the authorisation object you want to create and
ensure that you get the check/maintained green tick on.
6)Once done, save and to recheck get back to /nsu24 and
type in your transaction me21n and you could see whether
your new authorisation object is attached to the
transaction.
Note: To enable this authorisation object to work you need
to get to your role and reassign this transaction to the
role and maintain the authorisation table. Another way, you
could click on expert mode in the authorisation table and
select the 'Read Old Status & Merge with New' option and
maintain your authorisation table for the transaction with
the new authorisation object.
