There is a tool called LEGACY to transfer non sap to sap &
u have to know which transaction code u are transfering
data from non sap to sap

Practically In a company, there may be many payscales depend upon the positions/areas/nature of work. For a end user it is difficult to pick the right payscale for newly hired employee. so paysclaes are categorized into different groups like payscale type,area,group&level.which is called as Payscale Structure.
