the water dissociation constant is 10 to the power 14 so the max dissociation of molcule is not more than 14.

so we measure the pH of buffer with respect to water only at 25 degrees

because our body made up with different type of flushe and fluids for example our lacrimal solution pH is different from stomach jucies pH so,For compatibility of all ranges of fluids pH fixed from 1-14.
