If the user has Emergency access, then he would be able to do changes.

Users will be assigned authorizations through roles but the real authorizations are contained in the profile generated in that role.So in this case user might be having role with display,but we also have profile tab next to role in SU01 and user would have assigned SAP_ALL profile for sure.

The user could have SAP_ALL assigned directly in profiles

May be the role assigned to user is having 02 authorization in role.
Go to PFGC ... enter the role name and check in authorization object.
Remove all 02 athorization and assig 03 for display. generate role profile and then assign to user
