If a HV Underground Cable (13.8KV) is layed in the ground below 1.5 Mtrs and any building construction is done on the Cable route. IS this allowable or Not? What should be the clearance. As per ISO construction on HV cable route is safe or Not? Why? Can any body suggest the site for my question?

cables for 13.8 kv is consider to be medium voltage (not HV ) and if it is routed in cable duct so there is no issue.the purpose of cable duct is to provided safety to cable route.
in case if the cable buried in ground, executor of building construction should notify the client through technical query to solve the issue by technical way according to specification and standard.
in my opinion builder suppose to keep opening for cable routing
