Can we use the ceiling fan regulator to run drill machine having 2000 watt power consumption?

First of all every induction motor has a fixed Tem, i.e. Maximum Torque and to deliver 2000 watt of power a motor has to produce corresponding torque (Power=Torque* rpm). And N=120*f/P so rpm can be at max 3000 with 2 pole machine. So to develop 2000 watt of power it is the requirement of torque rather than simply the speed.

Multimeter show phase to neutral volt 230 the per phase but phase to phase 415 not show 460 why.
We have a 1275KVA existing Transformer in a power plant project. Customer want to get it test & confirm whether it is a Dyn1 Transformer or not. Pleae let me know how to test it.
