The specific volume of steam coming out of ip turbine is very high. We can not accommodate re-heater in boiler which can handle such high volume steam. Design such type of boiler is very difficult and un economical. More over increase temperature of low pressure steam will not yield any additional benefit. However we have to reduce the temperature to 45 degrees before leaving to condenser. It is very difficult if we use re heater after ip turbine.

If we use re heater after IP than we can increase temperature not pressure so high enthalpy steam will not able to glide through turbine and it needs very bigger size LP turbine blades so vibration will be very high.

Because , exhaust of IP is low pressure and high tempreture , when we reheat only tempreture increase but not pressure , that heat energy is not produce work unless it has pressure energy .... also that huge quantity steam can only use for number of LPTs .
