There is no separate functionality available for Budgeting in FI or CO but it is available in Funds Management.
 
In CO Internal Order component will allow you to use budget functionality which will not be as depth as FM.

Hi Guru's- I have one question... I have went one interview in one of the company,where they have asked me that what are the issues I have faced while doing project?
