Elution of the compound depends on the type of chromatography whether it is reverse phase or normal phase chromatography.in reverse phase mobile phase will be polar so polar compound elutes first and vice versa for normal phase chromatography.

Elution Order depedands on the polarity of the compound and
with the type of chromatography.Again ,If you choose
Reverse phase/normal phase chromatography, mobile phase
composition ,stationery phase, column oven temperature will
also play key role in deciding the elution order as well as
separation.

Elution of amine and Acid depends upon pH of mobile phase and pKa of molecule. If the mobile phase pH is acidic then Amine will elute first but if the pH is alkaline >7 , then acid may elute first.
