Bulb : bulb will glow as usual. Since 220v of ac is rms
value. 220v of dc will produce same resistive effect
(heat) as was produced by 220v ac.
Tube : Tube will get damaged since DC won't be able to serve
the purpose of choke coil, choke coil works with ac
only. No back emf will generate to reduce the voltage
across tube

WHEN DC IS GIVEN TO BULB IT WILL GLOW VERY HIGH AS COMPARE WITH WHEN DC IS GIVEN FOR SAME 220V. BECAUSE BULB AS RESISTIVE LOAD POWER CONSUMTION DEPENDS UPON RMS VALUE OF VOLTAGE AND CURRENT.
