Hi, Actully Test environment sholud be provided by client
or customer. And test can be done by tester also.

Generally software installations and hardware setup will be done by system admin,provided by the customer,and if any browser installations can be done by the tester

Test plan and test strategy shud be prepared
All softwares and hardware required shud be available
Task Shud be assigned to all team members
