Percentage impedance is only a percentage as it is
percentage of I x Z / V and the unit of I x Z is V. V/V is 1

Transformer impedance is a ratio
of the transformer’s normal full load current
to the current available under short circuit condition.It was stamped on every transformer nameplate. Why did they stamped it because it is a tested value after the transformer has been manufactured.
