why the impedence of the transformer is expressed in percentage?

Percentage impedance is the ratio of voltage drop on full load due to winding resistance and leakage reactance to the rated voltage of the transformer.
Z%= Vd/Vr *100
this can varied at the design stage by varying voltage per turns and geometrical size of the windings.
